Senior Vice President, International Operations EXCEL Services Corporation

John is an experienced leader of teams of professionals. He is a retired U.S. Navy Captain, a retired U.S. State Department Diplomat, and an experienced Nuclear Regulatory professional.

John began his career as a nuclear submarine officer, then continued his naval service in intelligence and diplomacy as a reservist. After submarine service, John worked as a licensing engineer at the Calvert Cliffs, North Anna, and Surry nuclear power plants.

After 9/11, John was mobilized to the U.S. Embassy in Bishkek, Kyrgyzstan, for two years as Defense Attache to negotiate the establishment and operation of a coalition air base in this former Soviet Republic to fly combat aircraft missions in Afghanistan.

Later, in 2011-2012, at the Baghdad Airport, John coordinated the transfer of U.S. Defense Department facilities to the U.S. State Department when U.S. combat entities left Iraq. This required coordination of efforts by more than 20 entities to establish critical air transport facilities in a dangerous and fluid environment.

John’s additional nuclear experience includes early work at the National Enrichment Facility in New Mexico, support of the Pebble Bed Modular Reactor in South Africa, early development of the Barakah nuclear project in the UAE, development of the license application for the U.S. European Pressurized Reactor at Calvert Cliffs, and recently as the Licensing Manager of the team developing the NuScale Combined License Application for the Carbon Free Power Project in Idaho.

John has also served as a Foreign Service Officer in Moscow, Islamabad, Havana, Algiers, and Dushanbe in a variety of responsibilities.

John is a leader of teams, a diplomat, a nuclear professional, a military officer, and someone that is willing to take on challenges and overcome them.
